菲律賓PPP中心發(fā)布人民信息自由手冊

PPP中心的信息自由手冊對中心如何應對公眾提出的信息獲取要求，制訂了指導程序和幫助指南；菲律賓人民根據2016年S.2號總統令有權提出獲取信息的要求，這也是菲律賓信息自由法（FOI）規定的。
手冊制訂了PPP中心在處理信息獲取要求方面的規則，當收到公眾獲取信息的要求時(shí)，需要遵循哪些程序等?！缎畔⒆杂墒謨浴愤€包括如何提交信息獲取要求的程序，提交申請的格式等。手冊還著(zhù)重規定了延遲或取消公眾信息自由申請的有關(guān)程序。
費爾迪南德·A·派克森執行主任上周五還簽署了辦公通知（OC），強調完全支持政府宣傳和保障實(shí)現菲律賓人民的信息自由憲法權利，公共服務(wù)領(lǐng)域的國家政策要全部披露并透明。該通知要求PPP中心工作人員要嚴格遵循中心的信息自由手冊。
“PPP中心一直積極擁護信息透明，國家實(shí)施的PPP項目程序和工程，其信息在政府、私營(yíng)企業(yè)和公眾之間都是完全共享的，”派克森執行主任說(shuō)。
"PPP中心的《人民信息自由手冊》是我們正在進(jìn)行的PPP事業(yè)的一大進(jìn)步，它可以保障PPP有關(guān)的交易和業(yè)務(wù)等在透明、連貫和公平的原則下進(jìn)行，"他還說(shuō)。
根據PPP中心的人民信息自由手冊，公眾可以通過(guò)郵局或者e-mail地址為info@ppp.gov.ph的電子郵箱，遞交獲取PPP相關(guān)信息或文件的申請。他們也可以來(lái)中心親自獲取這些。

PPP Center releases People’s FOI manual

The Public-Private Partnership (PPP) Center published its own People ’s Freedom of Information (FOI) Manual in line with Executive Order (EO) No.2, S.2016 of President Duterte to implement transparent government transactions to the public. The Center published its own FOI manual through its website ppp.gov.ph on November 25, 2016 that coincided with the launching of different government agencies FOI manuals and the online portal.
The PPP Center People’s FOI Manual provides the process to guide and assist the Center in dealing with requests for information received under EO No. 2, s. of 2016 on FOI. It sets
out the rules and procedures to be followed by the Center when a request for access to information is received. The FOI Manual includes the process on how to file for request of information and the forms that will be used. It also specifies the process in addressing delayed or denied FOI request by the public.
Executive Director Ferdinand A. Pecson signed an Office Circular (OC) last Friday expressing full support to the government’s advocacy and implementation of the constitutional right to information of the Filipino people and the state policies of full disclosure and transparency in public service. The OC orders PPP Center staff to strictly follow the Center’s FOI manual.
“The PPP Center has always advocated a transparent information sharing between the government, private sector and the general public on the implementation of the PPP processes and projects in the country”, Executive Director Pecson said.
“The Center’s People’s FOI manual is another step forward in instituting what we have started in the PPP program which is ensuring that PPP-related transactions are done with transparency, consistency, and fairness”, he added.
Under the PPP Center’s People’s FOI manual, the public can lodge their request for PPP-related information and documents through the post or the agency’sinfo@ppp.gov.ph e-mail address. They may also visit the Center and personally request for information.
